Local Control Accountability (LCAP) Overview
With the Local Control Funding Formula (LCFF) comes a requirement that districts engage educational partners, including parents, students, teachers, and community members, in developing a Local Control Accountability Plan (LCAP). The three-year plan outlines the district’s goals, actions, and expenditures to improve student outcomes and address the 10 state priority areas defined by the state:
- Basic Services: Ensuring all students have access to fully credentialed teachers, appropriate instructional materials, and safe school facilities.
- Implementation of State Standards: Supporting the successful implementation of state academic standards.
- Parent Engagement: Engaging parents and guardians in the education of their children and creating partnerships between schools and families.
- Student Achievement: Improving student performance and outcomes across multiple measures, including academic achievement, graduation rates, and college/career readiness.
- Student Engagement: Measuring student engagement, including attendance, dropout rates, and school climate.
- School Climate: Creating a positive school environment that promotes student health, safety, and well-being.
- Course Access: Providing students with a broad course of study that prepares them for college and career opportunities.
- Other Student Outcomes: Addressing any other local priorities identified by the district.
- Expelled Pupils (county offices of education only): Coordination of instruction of expelled pupils.
- Foster Youth (county offices of education only): Coordination of services, including working with the county child welfare agency to share information, responding to the needs of the juvenile court system, and ensuring the transfer of health and education records.
